Secretary of the Government of BiH: Edita Kalajdžić MSc

Born on October 1, 1974 in Višegrad.
Graduated from the Faculty of Law under the Sarajevo University in 2003. Professional administrative exam passed in 2004 and bar exam in 2006.

The master’s degree received in January 2015 from the Department of Civil Law of the Faculty of Law under the Sarajevo University.

Since 1993 until 2003 worked as the civil service employee with: District Secretariat for Economy Sarajevo, Cabinet of the Governor of the Sarajevo Canton and in the Cabinet of the Prime Minister of the Federation of Bosnia and Herzegovina.

Since 2003 until 2008 held the positions of staff member, senior staff member for legal affairs and adviser for coordination of policies in the Sector for coordination of policies and institutional cooperation under the Office of the Prime Minister of the Federation BiH.

Through May to September 2008 held the position of the Head of the Department for coordination of policies in the Sector for coordination of policies and institutional cooperation under the Main Office of the Government of the Federation BIH, and since September 2008 until April 2009 held the position of the Head of the Department for coordination of policies and institutional cooperation – Sector for coordination of policies, institutional cooperation and general affairs under the Office of the Prime Minister of the Federation BiH within the Secretariat General of the Government of the Federation BIH.

From April 2009 until January 2012 held the position of the Assistant Director of the Office of the Prime Minister of the Federation BiH, and in the period from April 2009 until March 2011 simultaneously covered the role of the Acting Director of the Office of the Prime Minister of the Federation BiH as well.

In October 2011 appointed to the position of the Acting Secretary and in January 2012 to the position of the Secretary of the Government of the Federation BiH.

In January 2012 appointed to the position of the Secretary of the Government of the Federation BiH.

From 2008 until 2011 engaged as Assistant Secretary of the BiH Fiscal Council Secretariat.; in 2010 was the interim member of the BiH Fiscal Council Secretariat Advisory Board; from 2007 until 2011 was the Chairwoman of the Supervisory Board of the Public Institution “Disciplinary Center for Minors” of the Sarajevo Canton, and since October 2011 holds the position of the Chairwoman of the Managing Board of the Public Institution “Children of Sarajevo”. Member of the Team of the Government of the Federation BIH tasked to establish the model for linking the years of retirement.
Currently holds the position of the Chairwoman of the Team for monitoring and coordination of implementation of the General Plan of the Government of the Federation BIH for fight against corruption.
Married, mother of one.

General Secretariat of the Government of the Federation of BiH

Scope:

General Secretariat carries out the expert-technical work required by the Government of the Federation of Bosnia and Herzegovina (hereinafter: ,the Government “),  the working bodies of the Government, the Prime Minister/President of the Government of the Federation of Bosnia and Herzegovina (hereinafter: ,the Prime Minister“), Deputy Prime Minister of the Federation of Bosnia and Herzegovina and Federal Minister of Physical Planning (hereinafter: ,the Deputy Prime Minister“), Deputy Prime Minister of the Federation of Bosnia and Herzegovina and Federal Minister of Agriculture, Water-Management and Forestry (hereinafter: ,the Deputy Prime Minister“) and the Government’s Members, related to:

  • organization of the sessions of the Government and the working bodies of the Government;
  • preparation of materials upon request of the Government, Prime Minister and Deputy Prime Ministers;
  • coordination of preparation of the proposals, enactment and supervision of implementation of the Work Program of the Government for its mandate period and of the annual operational work plans of the Government;
  • monitoring of implementation of the Work Program of the Government and duties-tasks of the Government as ordered by the Parliament of the Federation of Bosnia and Herzegovina (hereinafter: ,the Parliament of the Federation “) through the latter’s conclusions;
  • coordination of preparation of reports and analyses related to implementation of the activities in regard of execution Work Program of the Government;
  • preparation and monitoring of implementation of the Conclusions of the Government;
  • preparation and monitoring of implementation of the resolutions/decisions  and other documents related to work of the working bodies of the Government, as well as to the staff policy issues covered by the scope of the Government (appointments, brevets, discharges and other tasks covered by the scope of the Government);
  • coordination of the affairs related to public administration reform, and preparation of appropriate reports for the Government;
  • ensuring expert and organizational bases for introduction of the methodology for regulations impact analysis;
  • coordination of cooperation among the federal ministries and other federal public administration bodies and federal administration organizations, as well as the organizations exercising public powers with the business community and civil society in order to conduct the procedures of regulations impact analysis:
  • creation and maintenance of e-Register of Administrative Procedure Cases in the Federation of Bosnia and Herzegovina (hereinafter: ,the e-Register “);
  • coordination of cooperation of the Government with civil society organizations;
  • ensuring the documentation materials and information of importance for the work of the Government, Prime Minister, Deputy Prime Ministers and Members of the Government;
  • establishment of cooperation and coordination of the work between the institutions of the Federation of Bosnia and Herzegovina (hereinafter: ,the Federation“) and relevant departments of the Government of the Brčko District of Bosnia and Herzegovina and other institutions of the Brčko District of Bosnia and Herzegovina;
  • monitoring of implementation of the projects related to the IT system of the Government;
  • issuing of recommendations, in cooperation with the relevant bodies, in regard of the measures ensuring IT security and interoperability in communication between the civil service administration bodies and the Government, as well as in regard of mutual harmonization of measures ensuring IT security and interoperability in communication among the bodies;
  • proposing and coordinating preparation and introduction of IT projects involving several bodies;
  • IT support in utilization of common IT projects;
  • analyzing, standardizing and upgrading information and services provided by the Federal authority organs through the web;
  • preparation and enforcement of the contracts in the IT area;
  • representation of the Federal authority organs in the IT sector at the state level;
  • drafting the standards and recommendations in IT area;
  • promotion and introduction of open code based software;
  • providing the IT support to the Government’s IT System users;
  • preparation of video-presentations and provision of presentation technical support;
  • direct oral interpretation and written translation to/from foreign languages, and ensuring translation of written materials to/from other foreign languages;
  • technical tasks related to announcement of the regulations and other enactments in the “Official Gazette of the Federation of Bosnia and Herzegovina”;
  • proof-reading of the texts of laws, regulations and general enactments, analyses, reports and other materials enacted, i.e. discussed by the Government or submitted by the Government to the Parliament of the Federation of Bosnia and Herzegovina, i.e. to the President and Vice-Presidents of the Federation of Bosnia and Herzegovina for their consideration or enactment;
  • administrative-technical and operational-technical tasks unless those are organized differently; and
  • other tasks determined by the Government.

Tasks and duties falling under the scope of the General Secretariat of the Government of the Federation of Bosnia and Herzegovina are carried out within basic and interior organizational units and by the independent executives.

Within the General Secretariat of the Government of the Federation of Bosnia and Herzegovina there is:

Office of the Prime Minister of the Federation of Bosnia and Herzegovina, as a separate organizational unit within the General Secretariat of the Government of the Federation of Bosnia and Herzegovina, carries out the expert-technical and other tasks related to exercising the function of the Prime Minister of the Federation of Bosnia and Herzegovina.

Director of the Office of the Prime Minister of the Federation of Bosnia and Herzegovina runs the work of the Office of the Prime Minister of the Federation of Bosnia and Herzegovina.
